International Forum on Divided Cities
This project was a joint effort of IPCC, the Olof Palme International Center, The Jerusalem Institute for Israel Studies, and the Swedish Institute which
together organized an international forum on divided cities in August 2000. The
conference took place in Haparanda-Tornea, a city lying across the Swedish-Finnish
border and which enjoys extensive cross-border cooperation. The project brought
together Danish, Estonian, Finnish, German, Irish and Latvian experts on divided
cities and societies in conflict. Conference delegates discussed the cases of
Belfast, Brussels, Craigavon (Northern Ireland), Haparanda-Tornea, Jerusalem,
Johannesburg, Mostar (Bosnia), Valga (on the Estonia-Latvia border) and Nicosia.
Lessons, both positive and negative, were drawn from these discussions. In March
2001, IPCC, in cooperation with JIIS and Delft University of Technology, held a
workshop at the Faculty of Architecture in Delft titled, "Planning a Divided City:
the case of Jerusalem". It aimed at supplying innovative and practicable ideas on
Jerusalem's urban problems, along with solutions that will influence future urban
development. And in April 2002, the divided cities forum held a seminar in Mostar.
The seminar focused on practical cooperation between cities that are divided
ethnically, politically or economically. The conference was also attended by
Ambassador of Sweden to Bosnia- Herzegovina, and Professor Slavo Kukic from Mostar
University.
