The International Peace and Cooperation Center (IPCC) held an inaugural workshop titled "Role of local councils in Conflict Resolution, management and coordination between Local Councils and Civic Society Activists" which was conducted March 20 thru March 22. The workshop was entitled: "Supporting the Civil Society on the Local Community Level in the Palestinian Territories" which grew out of IPCC's concern about the political viability of Palestine and its democratization process at local levels.
As is well-known, Palestinian society is based on informal ties and networks on which members of local councils rely to get elected. Often, however, the elected members lack administrative and political skills and experience. As a result, the democratization process often stops with the election results and political participation remains particularly rare, thus seriously inhibiting the development of Palestinian communities.
The workshop\training gathered 40 members of local councils, civil society institutions, community organizations, volunteering bodies and informal structures from 28 Jerusalem Governorate Palestinian localities.
The project aimed primarily to contribute to the rehabilitation and development of the capabilities and skills of our target groups; to support them and empower them to be able to interact with each other and with their constituencies, in order to ensure the development of the work of local councils and civil society institutions to benefit the community. Also, the workshop seeked to enable the participants to face political challenges and to enhance local mobilization by facilitating collective action. The training was based on the principle that multilateralism is the best avenue to permanent democratic work. |
