 Strategic Planning Series

The project Strategic Planning Series developed out of a unique endeavor in the Palestinian society that aimed at creating a network of concrete think-tanks to solidify scenarios, policies and ideas for the future of Jerusalem. Indeed, IPCC intends, through its Strategic Planning Series, to prepare technical and scientific information (data and scenario's) in order to influence and support the peace negotiations on Jerusalem, while applying some of these insights in feasible and implemental actions that will contribute to the development and conservation of a city that will be people friendly, socially just, ecologically sustainable, politically participatory, economically productive and culturally vibrant. In order to do so, a group of 15 Palestinian urban planners, economists, sociologists, geographers, statisticians, political scientists, architects, environmentalists and lawyers have produced a vision and a conceptual model of Jerusalem for the year 2020, with the help of Dutch, British, Swedish and German experts. As a result of this foreign involvement, the shaping of various scenarios and policies for Jerusalem reached an international audience and appealed for even greater participation.

The expert team conducted more than 30 in-depth studies of Jerusalem, dealing with demography, urban functioning and management, land use and land ownership, housing demand, spatial design, economic development, environmental quality and transportation networks. As a result of this research, the experts came up with a series of publications.Ten so far have been published and more are soon to come out:

The uniqueness of this project has consisted in the use of an expanding network of co-ordination and co-operation with politicians, formal and non-formal Palestinian institutions as well as the adoption of a participatory approach that works with not only politicians but also a wide range of various stakeholders. The expert team involved in the the first steps of this project will be able to be involved in planning the future of Jerusalem. Also, it is undeniable that this project has contributed to leveraging a balanced and equally footed relationship between Palestinian and Israeli counterparts through supporting Palestinian work that is equivalent to Israeli effort.
